Coolant blast bug?

Is anyone else having an issue with Coolant Blast? I had Ra on my team and was blasting Absolute Zero with fire to bounce it off him, and when it got to Zero's turn Coolant Blast said he'd taken no damage since the end of his last turn? I had Zero in the first slot and Ra in the fifth. 

It is entirely possible its working as intended and I hit him with fire the turn before.... I'm a bit slow. ;)

I tried in the app myself and it worked fine.   AZ had Coolant Blast out his first turn and Ra who was last in turn order hit AZ with 3 fire damage from Blazing Tornado.   On AZ's next turn Coolant Blast allows me to deal 3 damage.
