What are the best choices you can make when a "Representative of Earth" is called out? Obviously, you'd want to pick a card with a power that one of the other heroes might be able to use. The choice is obviously situational, but the ones I've been focusing on are:
Top Choices:
Captain Cosmic (Requital): Play top 3 cards of a hero's deck, no worry about a construct penalty
Sky-Scraper (Base, Huge): 2 sonic damage to each non-hero (If hero damage due to boosting, then Base Tempest instead)
Tier 2:
Legacy (Base): +1 damge for a round
Grandpa Legacy: Heal 1 hp + use a power of choice
Team Leader Tachyon: Everybody gets a free card (sometimes super helpful, other times unimportant)
Are there other good options I've missed? I haven't gone through all of the Oblivaeon stuff yet, so I'm not sure if there are other useful choices in there.

F5 Legacy also works well. Free card plays and possibility of removing when they’re low on health.

Another option if you don’t want to deal with the Representative of Earth is use Huge Extremist Sky-Scraper to destroy the Representative of Earth Card.

I use F5 Bunker and F5 AZ frequently. Reveal the top card of each deck and pick one to play, or deal a little bit of self-damage to dig through your deck and pull out any Ongoing you want. Sometimes XPW AA--a bit of damage for another hero's power use and a play is quite nice.
A lot depends on whether you have heroes that can trigger another hero's power, though. If you have Grandpa Legacy, using him on Requital CC is pointless (he has no deck), but using him on F5 Bunker is even better.

I'm still fighting my way through the current Weekly One-Shot and "Rep of Earth" is a dangerous card in that game, so pulling a hero that can destroy env cards certainly makes sense.
I also hadn't thought of another hero using F5 AZ's power to pull their own ongoings, that's quite clever!
One of my favorite games with the Celestial Tribunal was when I had The Sentinels fairly well set up and had Requital CC as the Rep of Earth to let them get three extra card plays. They won that game pretty quickly.

My top choice are Captain Cosmic Requital and Stuntman: 3 irreducible damage can be really useful.

I like it! I thought of Bunker, but hadn’t thought of using F5 AZ (my favorite AZ) to search your deck for ongoing cards. All the options above are good.
Cosmic Inventor Writhe is another great choice, as is Dark Visionary for villain deck control. If you have any sort of damage prevention, Prime Wardens Tempest is also a nice choice, allowing up to 3 extra plays each turn (as long as you can mitigate the damage).
