Got another one of those "it's not in the digital game yet" interactions!
Guise plays Lemme See That on Fixer's Jack Handle (because why wouldn't you).
Then he uses I Can Do That Too! and copies Xtreme Captain Cosmic's innate power.
Do the Constructs deal damage to every non-hero target after Guise hits them?

No, because the constructs don't have a jack handle. It just affects Guise's damage.

This is the same situation as Hitch a Ride then, right? They don't hit all the targets you damage, just the first one.

I disagree, I would think that the constructs would damage each target.
Catch-a-Ride specifically states "…deals 1 target dealt damage this way…" (Also, because of this wording, SkyScraper can damage any target dealt damage by a Jack-handle barrage, not just the first.)
XCC states "Each construct seals that target…"

Based on what current rulings we have the Catch-A-Ride one is the best one to reference. As we know we know with other Jack Handle rulings each target hit isn't considered a new attack so all you would be doing is just choosing which single target gets the damage from the Constructs as well. We may have a different ruling later on but that's the one I'd use at this point.

I decided to see if I could test something similar, so I looked through powers for one that mentions "that target" after doing damage (sort of similar to Xtreme CC) and found Adamant Mainstay's Haymaker was suitable (The next damage dealt to that target is irreducible). So, when Guise borrows Jack Handle and uses that power, the temporary Irreducibility gets applied to... none of the targets. Either this sort of thing hasn't been thought of, or jack handle removes these riders intentionally. I'll put an ask in through the handelabra contact page.
Further thought and flicking through the fireside chats has brought me to the ruling for Look What I Found with Jack Handle. Specifically the "if that target is still in play" clause is ruled something more like "if any of those targets are still in play" (so it only applies once, but doesn't care which targets survive the jack handling so long as any of them survive). So I'd guess that Captain Cosmics power (used by Guise with Mr.Fixers Jack Handle) would change to something like "Guise deals each target 1 energy damage. Each Construct deals any of those targets 1 energy damage." That doesn't sit right with me, as the grammer doesn't quite work and it's unclear if it's conditional for each (which it shouldn't be as it wasn't before the change). However, if you add in "one" as in "if any one of those targets" then it reads, "Each construct deals any one of those targets..." which grammatically makes sense, and fits with the previous ruling for Look What I Found and provides the rule of thumb to replace "that target" with "any one of those targets" when dealing with Jack Handle.
Deeper thinking has led me to "Kill the Spirit" which you'd expect to redirect all the 1 radiants to the first thing you (try to) hit. Though I'd have to ask, when does the redirect effect happen? As you do the damage (like hypersonic assault)? Or after you've finished dealing damage (like Jack Handle and Look What I Found)?
If Guise could stop breaking the game, that'd be great :P

They got to test "Lemme see that!" and "I can do that to!" with every Ongoing/equipment card. Caspit's Playground makes it all the more fun!

The best use I’ve found for “Jack Handle” is to have Sky-Scraper on the team. Hit him with two “Cortex Hyperstimulators” and he’s reliably hitting everyone for three damage per round or more, depending on whether you have him set up to ignore reduction or increase damage. Spam him with “Compulsion Cannister” every round and he can wipe out everything on the screen.

Better yet, use DW Fixer, he'll deal more damage and then can blow up the cannisters for Skyscraper to fish out of her trash.

I just had a similar situation, where Kismet put two copies of Two Left Feet on Dark Watch Mister Fixer with a Jack Handle.
…and Grease Monkey Fist, and Twist the Ether! I played a Charge to end the game.

Just another note after playing a bit in the video game - any off-turn Jack Handle trick also works nicely with X-Treme Prime Wardens Fanatic! It’s a little different, as she focuses the damage instead of spreading it around. But Infection, Compulsion Canisters, Proverbs and Axioms, Two Left Feet - anything that causes self-damage instead zaps to a villain target.
