Well... new art is available through the kickstarter for OblivAeon. Other than that or printing cards from Boardgame Geek or the Wiki I've got no idea.
Yeah. If you just want a complete set of promos, you can get that in from the Kickstarter (or just wait for them to be sold seperately if you don't want OblivAeon)
If you want originals, you should probably check ebay, or print your own facsimiles.
I was looking for originals. Got lucky and got 10 of the ones I was looking for pretty cheap. Just trying to get the others before the prices go up any higher. I've tried looking on eBay but can not find the Dark Watch set all together.
the files are on boardgamegeek and the wiki if you want to have them printed.

i know. I'm trying to get all the originals. The downfall of being a completionist. Lol.
I was in the same boat; when I started, I didn't realize GTG was releasing an all hero variant pack, and by the time I did, I had most of them, and the inner completionist said "Eh, screw it, let's go for broke." Just got the trade in for the last one I needed (YL) this week.
I've ended up with a few extras
- Cosmic Omnitron
- Redeemer Fanatic
- Freedom Six (This'll be the hardest one to trade out, just fair warning now)
- Prime Wardens + KNYFE: Rogue Agent
- Termi-Nation + Santa Guise
