Creating my first Environment

I want to put the heroes up against a nano-creature similar to the monster in the Big Hero 6 movie.  I thought this might be better served as an Environment rather than a Villain or just a Challenge.

I'm finding the process to make an Environment to be the most GM-time-intensive thing I've had to do with this system so far.

Three questions:

1) In your opinion, does an Environment seem the right way to go for an encounter like this?

2) Any ideas for Twists?

3) In earlier stories, the heroes stopped the Big Bad from getting what he needed to make this monster perfect.  Should I reflect that in making Twists more "neutral," i.e. have some that affect everyone or even help the heroes? And/or should I make Challenges that could "end" the Environment (i.e, end the scene)? Or maybe just Challenges to roll back the Scene Tracker to keep the creature from getting full-powered (i.e., Red Zone)?

Any brainstorms would be much appreciated.

1.  Feels more like you should have a Villain still with just a more hostile environment or at least one that aids the villain 

2.  Hinders of various types seem appropriate with dealing with loads of tiny creatures for the heroes.   Boosts to the villain by the nanites enhancing them

3.  There's lots of way I could see doing that.   Maybe the villain come come in with permanent hinder to represent imperfection.   The heroes have some exclusive boost to show they have an advantage.  The villain takes a few turns to engage in the fight as they are still being awoken.  A Challenge you have planned might require one less box to complete.

1. I think it would be a good chance for a combination of Environment challenges/minions and a Domain villain.

2. Twist wise, I would balance between challenges and adding minions that act as offshoots of the main nano-mass. Challenges could be hinders or full on challenges that act as barriers between the heroes (Walls of nano-particles spring up blocking different groups from each other, heroes without thematically appropriate powers can't effect one another until the walls are overcome).

3. I like all of Powerhounds ideas here.
