Too Many Qualities?

So I'm building a character with Struggling, Mystical, and Elemental Manipulator.

Struggling gives three qualities. Mystical gives another one. That leaves two Quality slots remaining.

The character has an Elemental/Energy power, so they have three dice to spend still. They assign one die to a power from the Elemental Manipulator list, and are left with two dice that must be assigned to qualities, which would prevent them from also getting a roleplay quality.

Did I mess something up? This seems like something of an oversight, otherwise.

Seems like a slight oversight.  This could happen with Medical background too as it's the other background to give three dice for qualities.  My guess is the main intent is that you didn't pick a elemental/energy power during power source choices.   Reason being that the Elemental Manipulator Archetype would have you use one die on that for a power, another on a power from its list, only one die on a quality.  The easiest fix from my view is to only give two dice for qualities on the Struggling and Medical backgrounds.

Well, at least I got to label a green zone ability with the game text "SECRET SEVENTH QUALITY SLOT".

Worth it.

I don't understand this question.  Is there a max number of qualities?

I don't know that one is explicitly said as a max in the rule book but on the character sheets you only have six slots for qualities and the same for powers

This is a limitation of the character sheet, not of the rules.  That said, as others have pointed out, it is rare to run into it.

Sounds like it'll be more an issue for online forms than anything else.

It's a pretty minor thing. I originally just wanted to confirm with someone that I hadn't made a mistake.

As far as oversight's go, this is practically inconsequential.

The way I see it, you get 3 Qualities from the Struggling Background.  Then you assign 3 powers in the Mystical Power source and 1 more quality.  Finally you have 3 dice to assign in the Elemental Manipulator Archetype... one of which must be assigned to an Elemental/Energy power (though you can opt to switch one of the dice you have for a die that is already assigned to an Elemental/Energy Power).  Assuming you didn't switch a die with an Elemental/Energy power you already had, you only have 2 dice left to assign, one to a Power from the list in Elemental Manipulator and one to a Quality in that same Archetype.

This will grant you a total of 5 powers and 5 qualities... or 4 powers and 6 qualities (depending if you switched a die in the Archetype step) not including the RP quality you create in the Personality step.

Elemental Manipulator is one of the few Archetypes where specifically states to select only 1 power (after making sure you have an Elemental/Energy Power), where most state to assign one or more dice to a list of powers before assigning any remaining dice to qualities.  The key however is realizing that one of the dice you bring into this step has to go to an Elemental/Energy power before you choose from the list of powers... even if you are just switching a die you have with an Elemental/Energy power you already have.

The easiest solution is not to choose any Elemental/Energy powers in the Power Source step or have a character that can manipulate multiple energies (such as a Weather Manipulator who has both Weather and Electricity or Cold powers... to create lightning storms or blizzards for example).  Of course, if you really want to maximize the number of qualities you have, you can always put your RP Quality in an empty space in the Power section (the bottom slot would keep it separated from your powers if you need the reminder).
