When I first kickstarted this project, I had intended to load it into multiple devices and share those with my gaming group during character generation. That way everyone would be able to make a character without my having to share copyrighted material.

But now that the entire state is in lockdown, the face-to-face games have moved to online games.

How are other groups handling this? How do your players make characters when you're the only one with the rule book?

I'm converting a campaign from another system, so I made the PCs, and I'm giving the players a chance to re-visit them later if they want to make changes.

Perhaps they could give you concepts and you could make them?

Or it could be done as a fairly complicated but not impossible online session with one book.  Or numerous shorter sessions one on one with each player.

It's not too bad using the Guided method.  Just have people roll and tell them what their options are.  Copying and pasting just those bits should be considered fair use over a private medium.  Just don't post it to a public Discord or anything.  Constructed would be a bit harder, they'd have to tell you what they want and you'd have to help choose what seems to fit best.
