Using Collections and Hero Point Bonuses

The rules *seem* a little ambiguous (to me).  Do you have to declare the use of these *before* rolling the dice? It seems that Hero Point bonuses, being bonuses, have to be declared before the roll. 

But Collections are different.  It would be lousy if you declare in advance that you're using one and it has no practical effect.  

How do you play it?

The Collection option to change one die to its maximum value is used after rolling.  It's intentionally powerful.

It largely makes up for the lack of significant growth otherwise.

Anyway, you have to declare the use of Hero Point Bonuses before making the roll, and Collections can be invoked at any time, as long as the chosen effect is reasonable.
