Persistent Exclusive Bonuses

If I use an ability to create a persistent, exclusive bonus, it's description as to be narratively relevant, right? In other words, just because I have a P-E bonus doesn't mean I just get that bonus on every roll (unless I'm especially clever in justifying it), right?

If that's the case (and I assume it is), can I use the same ability on another turn to create another persistent, exclusive bonus with a different description? I understand that you can't add them together no matter how you justify it, but if circumstances (and time) permitted, could a hero spend 2-3 turns generating different P-E bonuses for different situations in the scene?

The persistent and exclusive mods have to make sense narratively for you to use them.   If you generated one using Strength and Close Combat then I'd say trying to use it on a ranged attack would be quite the stretch to explain.    
 

You can have multiple persistent and exclusive mods from using the same ability but I'd say if you used the same power and quality then it's not of much benefit unless you roll better.

But you could use the same Power and Quality to make a (narratively) different bonus? Or is that not allowed?

Ex: Cold+Creativity to make an ice wall (bonus to Defense later) and Cold+Creative to make an ice sheet (bonus to Hinder later)?

If you can make it narratively different enough I'd allow it as a GM but those seem like you are making rather narrow uses of those exclusive bonuses.

You can always create a bonus that's so vague as to be applicable to almost anything. Morale boosts, energy charges, psychic insight, etc.

A phrase I sometimes throw around to my players is the concept of their heroes Personal Legend. Or moreso, the story they represent. The Sentinels RPG is a narrative system at it's heart (in my opinion), and the concept of a Personal Legend connects to that.

Someone, maybe hundreds or thousands of years in the future, could be observing or in some way experiencing these same events. So a bonus or penalty being extremely vague doesn't help define the event. Oh certainly, a bonus of Psychic Analysis can be used on tons of things! But, in terms of a hero who has their own legend, what is that Psychic Analysis? What is being analyzed specifically, how is it being analyzed? Psychic Analysis on it's own doesn't have a meaning; So when you make that bonus, make sure that it has a meaning. A story just isn't as interesting with a hundred vaguely defined boosts all supporting a hero, compared to the hero with a single specific boost using it to make an event that one would call worthy of their Personal Legend.

At a certain point you need to ask yourself if spending a second action to create a possibly better persistant and exclusive bonus is worth it. To dip a bit into TCG parlance its a question of value and temp.

The action creates value, it makes all or at least many of your future actions better. But it does it at the cost of tempo, it doesn't help remove any enemies or progress any challenges that turn.

Giving up one action to make your other actions better is often worth it, doing it twice to hope for a better result or to cover some base you left opened is likely not.

I personally am fine with my characters creating "flexible" persistent, exclusive bonuses (I wouldn't say "vague" necessarily). Then I want them to tell me how the mod helps the action.

In the same way, I'm fine with my characters using Finesse when performing ranged Attacks. Just tell the story of how you do it!

(In fact, I'm finding I don't love Close Combat and Ranged Combat as Qualities, except I'm encouraging my players to use them creatively. For instance, I encouraged one hero to use Close Combat to lift up a city bus to save a bystander.)

But my goal is to squeeze every narrative sentence I can out of my players, which I think makes our game better. Every table is different! But I would encourage GMs to allow flexibility as long as it comes with some good creative storytelling on the players' part. I think it's more fun that way (your mileage may vary)!

Here's a question I've been struggling with. I may have just imagined it but I was under the impression on the different Sentinel sessions that were posted, Hero Point bonuses could be used with Exclusive bonuses but the starter kit says that hero points bonuses are exclusive. Maybe I just didn't realize they weren't being used together but I thought they were. Does anybody know the official ruling on this? My understanding was Hero Point bonuses were exclusive to each other but are they exclusive to other exclusive bonuses also?

They are now Exclusive to other Exclusive bonuses as well.  That's a change from earlier materials AFAIK.
