I'm not exactly sure what you're getting at. :)

If your point is 5 Health is ridiculous for a villain, well, you are proposing an underpowered, fragile villain...which is essentially a minion who deserves to go down in 1-2 hits.

But I also understand better now that heroes can crank out more damage than I initially thought, which is why 5*H makes sense.

a number of Batman's arch villains can be one punched by a boy in high school 

although i doubt Frank Gorshin or Jim Carry would deserve "under powered" or "fragile" as their story and plot line descriptors
