I'd assume not; most systems that have reactions in the manner of SCRPG don't permit reactions based on reactions.
That said, I'd guess it'll be covered in the corebook itself.
I looked through the current rulebook and it doesn't mention anything about reacting to reactions. And it's already kinda balanced out by each character only getting one reaction per round. Maybe C&A has made a ruling that I'm not aware of, but otherwise I can't find any rules against it.
While I agree with that and went with react loop at first I’m kinda debating with just having only 1 react per turn.
I believe this is the standard rule?
not sure if this is a language barrier or not, but what is there to debate about? Each player only getting 1 reaction per turn (resets at the beginning of their turn) is the standard rule. Page 8 of the starter kit rulebook:
Reactions are specific things you can do as the result
of some trigger event happening. You can Defend as
a Reaction (as described in Hit the Deck) and some
abilities give you the option for other Reactions; the
ability’s description has all the pertinent details. No
matter how many Reaction abilities you have, you can
only perform one Reaction a round, resetting at the start
of your turn. So, if you use your Reaction during your
turn, you won’t get another until the start of your next
turn.
I think Anubis is saying they want only one reaction per turn. Not one reaction per character per turn. So the first character to react is the only character to react.
I don't really see the need to restrict it in such a way. I think one reaction per character per turn works well.
I think there's some slight confusion here about the difference between a turn and a round. When Anubis says one reaction per turn, he means when someone activates a reaction, no one else can react until the turn is passed to a different actor. And the current known rule is one reaction per character per round.
A better way to word it would be the way it is in the op, which is whether there should be a rule against reacting to reactions. And I agree with Jester that that seems unnecessary. Though any dm could make a house rule about that if they want.
I ruling I got (form Dave) was you can not react to a reaction.
In the game every player get a reaction, it refreshed at the start of their turn.
So in turn 1 you go first, it does not refesh until you go next, even if you are the last person in turn 2.
I hope that clears it up.
You don't get 1 Reaction per game, you get 1 Reaction every Round, that will often (usually) take place when it is not your turn. As the rules are currently presented in the Starter Kit nothing prevents one character's Reaction from triggering another character's Reaction. If that is really their intent they better spell it out clearly, since there is no logical reason to not let it happen.
Also, it would be nice if you could link us to Dave's ruling (or copy/paste it) so we have the exact wording of his answer.

We all already know Reactions refresh at the start of your individual turn and that you only get one Reaction per Round. Neither of those facts negate the ability to have different characters take a Reaction triggered by someone else’s Reaction. Both characters would still have only taken their one Reaction per round. Hense why I asked to see the “official ruling” that was claimed.
I don’t remember giving that ruling, and so if I did, I apologize. If a Reaction’s conditions satisfy the conditions of someone else’s Reaction, it’s fair game. However the “refresh your reaction at the start of your turn” is important here.
So it is possible for every PC and villain to react to a react such as I had it and where this topic came from as this.
Rockstar reacts to an attack but rolls a 1 allowing Stygian to react to that but as Headlong has unlocked the conditions to block the attack could react to that and his reaction ending the react chain.
Major twist! There is at least one character one place that gets multiple reactions a round . . . as long as they are all the same reaction. Specifically written into their statblock.
Yes, that is all possible (though unlikely.) And then they would all be out of reactions until they acted again.
