I am possible running the starter kit soon, luckily (?) I don't expect the group to finished with the 6 issue series before the Kickstarter starts...
will there be a PDF as part of the KS and will there be character creation rules in the full game?
Yes, there will be a PDF as a reward for the Kickstarter, but that's for when it's completed. They haven't said anything about any kind of immediate unlocks; I'd be surprised if we get any.
As for character creation, yes, they'll be in the full game when it's completed. They said they're considering releasing at least a partial set of character creation rules during the Kickstarter as a preview/teaser. That's still a couple of months out, though.

I'm almost positive it's been said the PDF for the core book WON'T be released just yet once the KS finishes. So the starter kit may not last you...
That's definitely not going to happen. The Kickstarter launches on June 17.
