Does using a Reaction cost you your normal Action for the turn?

I couldn't find anything decisive in the book.

Also, when Hitting the Deck, do I only use 1 Die, like any other Reaction?

No, you only get one reaction a round, but you can use both an action and a reaction. And yes, when you Hit the Deck, you get only one die.
