Couple questions:
Do Hinders always affect the next dice roll for the hindered target regardless of what action it is? Example: I'm hindered -2 by being tied up. Regardless of what action I choose on my next turn I'm going to get -2 to the result? What if I'm doing something psychic? What abount minions/villains do they use their hinders immediately on their next roll?
When do I decide which boosts I want to use on this roll, before I roll the dice or after I see what I rolled? In this case I already desribed my action, picked my dice and rolled, but I rolled too low. Can I now say I was using my boost Useful gadget +3 and get the result I want or did I need to pick first?

You choose boosts before you roll the dice!

I guess being tied up hindering a purely mental effort would amount to being preoccupied about the tying-up part?

Any bonus or penalty can be justified using story flavor.
Using up the penalties on the next roll and declaring bonuses before rolling also helps with bookkeeping, too. There is no need to try to remember which penalty/bonus has been used or not. It shows up, gets used, and then on to the next thing.

You also have to describe what the boost or hinder is, in the fiction of the game, when you create it. And the person who created the bonus or penalty decides when it gets used (before the die roll.) So if you make a bonus of "Really Big Sword +3" for someone else and their next roll is to try an overcome a psychic challenge, you can have the bonus apply to a later roll of theirs (or make a strong case about how that Sword helps you be psychic.)

This was one of the things I loved about playing Lacuna in the Discord server's reverse-engineered series this summer: her boosts (and occasionally hinders) all came from tangible things, so it was really easy to determine when they applied and when they didn't.
Is somebody recovering during a montage? Grab the fireflower cordial out of her copy of The Lion, the Witch, and the Wardrobe. Need to bluff her way past a Blade Battalion minion trying to sneak onto a cargo ship? It's psychic paper time. Looking to get to the Mobile Defense Platform that's just over the line into international waters? "How far is it to Babylon? Threescore miles and ten…"

Yes, and back again. Yes, if your feet are nimble and light, you can be there by candlelight.
Can't recall if that exchange between Lacuna & the Goalie ended up making one of our highlight documents or not.

Looking at the Spider-Bots... are their hindering actions supposed to be permenant?
This idea of permanent and exclusive boosts and hinderances is really cool (and important to some characters) but very few minion things I remember reading are permanent, while a lot of environment ones are.
I guess, btw, it is an overcome for heroes or villains to remove a permanent hindrance on an ally or a boost on an enemy.

I don’t think a hinder or boost is permanent unless it’s stated to be, so the spider bot hinders wouldn’t be permanent.
Also, if I recall correctly, you can remove a permanent hinder either with an overcome or by the hindered hero being boosted by an equal or greater amount to the hinder.

That is correct! Penalties (from Hinder actions) and bonuses (from Boost actions) are not persistent, unless stated otherwise. Raccoonoo is also correct about the ways to get rid of persistent penalties!
